Went to 20+ maps trying to find a house & hideout but I was always greeted with a message along the lines of "This map cannot be used as a hideout or house."

Please look into it.

Ah, yes. Danny noticed that people could set their homes as Noobie Island and warp back to it even after they've had 15 rebirths, so he tried to fix that. I guess he accidentally made it so that you cannot make any other map your home except for Noobie Island, instead of the other way around.
I'm sure he's working on that now, and we apologize for the inconvenience this may have caused.
